COVID-19 State Trends
As the United States takes unprecedented steps to respond to the COVID-19 pandemic, the spread of the virus, as well as the response by policymakers, will dramatically impact U.S. businesses operationally and financially. While media reports focus primarily on the federal government’s response to the COVID-19 and the related political gamesmanship around it, companies must pay close attention to policies being implemented at the state and local levels. State and local governments have significant responsibility for not only setting and carrying out public health measures such as social distancing but also in helping to administer federal aid in their jurisdictions. To date, we have seen a patchwork of policies that vary state-to-state and even county-to-county. What is considered “essential” in one state may not be the case in another, creating confusion and uncertainty for businesses as they try to adjust their business operations in a rapidly changing environment.
When examining the varying responses at these levels, themes among red and blue states have been observed, as these responses often reflect political dynamics and cultural differences, particularly across rural and urban geographies. For example, we have seen a divergence of right-leaning state governments and left-leaning municipalities when responding to the COVID-19 crisis. In Georgia, for example, the more urban areas of Atlanta and Savannah issued “stay at home” orders on March 23 and 24, respectively. However, it wasn’t until April 2 that Governor Brian Kemp (R) issued a statewide order—that in some cases supersedes more stringent policies implemented at the local level.
Businesses with operations in states with urban hubs and rural landscapes are faced with navigating a patchwork of policies across state and even county lines. In order to provide a snapshot of the current state policy landscape, FTI Consulting compiled the relevant COVID-19 policies implemented in all 50 states and the District of Columbia.
